"Resource library not found" means there were some files missing. This may happen when Windows OS was updating but not completed, or you install software that wipes out some other files, or you used some software to clean up Windows such as CCcleaner, WinTools .Net, etc. that also wipe out some keys in the Windows Registry.

- If you are able to boot into Windows 10 (you can log-in to Windows 10) then the best option is to run System Restore. Restore your pc from previous 3-5 days before you got this error. There is a chance of 50/50 success. System Restore usually doesn't work well.

- If you have a disk image backup, you can restore Windows 10 with your backup.

- If you cannot log-in to Windows 10, the only option is to re-install Windows 10.

Thanks UFO. I've tried system restore but failed. I probably reinstall Windows 10. Thanks for your help.
